Particularized approaches include the use of many distinct and detailed policies for specific types of prohibited activity, which provides greater clarity and predictability. Generalized approaches include the use of short, sweeping language to describe prohibited activity, which enables platforms to exercise discretion. These observations each bear on a basic tension facing platforms: whether to combat influence operations in a generalized or particularized way. Twitter’s community standards are almost twice the length of Facebook’s and more than one hundred times as long as Signal’s.
